email/web- server was down, but for how long? and was the website breached or hacked?

Wilting concerns with the integretiy of the internet and Cyber-space

We  became concerned of a possible breach or problem in the VA Server,  after trying to send off an email to  an email address at the Veterans Administration on the site.  I had received an email back of a Failure Notice  on 19 Feb 2013 00:02:20 -0000

Stating –  “Sorry, we were unable to deliver your message to the following address.
<>: Mail server for “” unreachable for too long”.

  And we began to search for some verification from internet media sites or other news outlets  if   a problems with the email/web- server had been reported and how long was the site down.  There was nothing in the news or media, and we continued to  try to find out why as the email stated and  web server  reported server was unreachable . We were not able to locate any news story or any other media verifications. And yet here was our email telling us of a failure and of  the Mail server for “” unreachable for too long.

So what caused it to be unreachable and what exactly was the network problem,  had it been hacked or maybe  just experiencing an overload? We were not able to locate any reports of problems of the website or that the server  was having any maintenance in progress.

 And does this pose a bigger question of  the integrity of our government servers or of global  internet security, and  the real time problems of not able to manage large amounts of  data, transfers, and storage. Or avoid hacking or server crashes? And would the VA be willing to admit  to the public that there is a problem with the site not being secured or of any concerns with critical infrastructure components? Should we as citizens be concerns about problems with the internet wilting in cyber-space? We will keep you posted as we try to find out more.
